Frequently asked questions about e-billing
In contrast to paper or PDF invoices, an e-invoice presents the invoice content in a structured, machine-readable data record. Only formats that comply with CEN standard EN16931 are recognised as e-invoices. In Germany, the XML syntaxes of the so-called. XInvoice (in the form Cross Industry Invoice (CII) and Universal Business Language (UBL)) and the hybrid data format ZUGFeRD (from version 2.0) of this standard, whereby ZUGFeRD embeds CII-XML in a PDF/A-3. According to a supplementary regulation issued by the Federal Ministry of Finance in November 2024, other formats (such as EDIFACT) are still permitted, provided they are interoperable with the requirements of the EN16931 standard. With the Letter dated 15 October 2024 the Federal Ministry of Finance (BMF) has clarified that the electronic exchange of invoice data on the basis of EDIFACT (message type INVOIC) will continue to be used. is permitted for an unrestricted period of time and unchanged (see paragraph 33 of the letter with reference to the compatibility with Section 14 (1) sentence 6 no. 2 UStG). The BMF letter emphasises that the EDIFACT format often agreed between trading partners allows the correct and complete extraction of the information required under the UStG into an EN-16931-compliant format and is therefore compatible ('interoperable') with it. This means that there is no need for you to take any action as of 1 January 2025 if you wish to continue exchanging invoices with your partners in EDIFACT format.

Peppol ("Pan-European Public Procurement OnLine") is a transmission channel that enables cross-border procurement processes to be handled easily, electronically, standardised and automated. As part of its VIDA draft, the EU Commission has also made proposals on digital reporting obligations and e-invoices. A key component of a future cross-border reporting system is the standardised e-invoice, which is to be transmitted to the tax authorities from 2028.
